Altho better than in the past, I still have serious choppy playback problems with Mullticam, especially when add video effects and when scrub. Have implemented suggestions that I can make sense of.
Would more computer power help:, i.e., Processor, RAM, etc?
How about Premiere 2018?
Current System.
Win 10 Pro – on SSD
Premiere 2017.1 on internal 7200 rpm drive.
X64-bsed PC
Processor: Intel Core 17-4790K CPU@4.0GHz, 4 Cores, 8 Logical Processors
RAM: 32 GB (max).
Graphic Card: Quadro K2000
Media etc., on external Seagate or Western Digital, 2-6 TB, USB3

That external spinning disk on USB3 is a good section of the issue, I'd think. Something like the Samsung T5 that Bill Gehrke​ discusses for media might improve your performance some.
Of course, the media itself may be an issue ... if it's long-GOP H.264 from a drone, DSLR, mirror-less, whatnot ... well, that's a difficult format/codec to edit.

Would you get a portable SSD, USB 3.1, or an internal one?

The SATA III internal SSD"s are slightly faster but the USB 3.1 have great portability. I use both regularily
