decent hardware for photoshop in 2020

Hi,

I am looking for a decent hardware for photo/video editing. Please advise.

Following is my main spec.

1. Intel i5 10th gen 10400 ( 6 core, 12 threads, 12 Mb cache, 2.9 ghz base frequency)

2. 8 gb ram ddr4

3. 1 TB HDD (7200 rpm) + 256 GB SSD

4. NVIDIA GTX 4GB 1660 (Ti or super) GPU gddr6

 

Some say that 9600k is better with 1660 GPU , some say i5 10400 maynot support gtx 1650 or 1660. 

But 9600k has no hyperthreading, so its 6 core, 6 thread with 9 m cache, and higher power of 95 W. (30 W more than i5 10400)

 

How does it all depend on chassis power supply ?

Is 260 watt psu enough for above spec ?

Is 260 watt psu enough for above spec ?

No:

Also:

-Not enough RAM to run Premiere Pro or After Effects comfortably

-The HDD should be a fast SSD.

What about pairing i5 10400 or i5 9600k with 1660 ?

Should I wait for 10600k to come to market ?
