Desktop PC Build for Adobe Premiere Pro CC

Hi there.

I am creating videos for a school and want to have a fast machine for video editing with Premiere Pro CC 2017.  I will be working in HD, but not 4K.  What would you recommend in terms of components for such a machine?  I am interested in a desktop PC, but would consider a laptop if there is one that will do the trick.

Over on the Hardware forum, safeharbor11 works at the Safeharbor link. He's a very knowledgeable person and most helpful in general.

Also Bill Gehrke has the Tweakers page and PPBM8  benchmark testing page, best single knowledge person on current parts and how they combine for a PrPro machine in real terms.
