Dismal interface performance — Choppy and slow

Working on two separate projects with different types of footage, they both are causing the Premiere interface to be slow and laggy. Clicking the playhead on the timeline requires a half second to a second for the playhead to jump to that position...dragging clips lags behind the mouse by a second or two...it's making editing very difficult.

I originally thought it was Lumetri effects but I have removed all effects from the timeline and the interface remains slow and laggy.

I've also tried deleting all the Media Cache.

The footage and Cache folder are on an SSD RAID which the Blackmagic Disk Speed Test puts at about 960 MB/sec read speed, so it can't be a media bottleneck.

I'm on a Mac Pro 5,1 with OS 10.13.2, 96 GB RAM, 3.33Ghz 12-core, GTX 1080Ti, using OpenCL.

I have the same issue on PC. Now when I press the space bar it takes about one second for the playback to actually stop. Adobe seems to keep going backwards with updates. I am using a core i7 with 16GB ram, a good GPU and SSD, and still Premiere does not run well.

Not only that, Premiere crashes so often that I have set automatic save at every 5 minutes. I have lost way too much work from crashes.

Awfully expensive product to have so many performance issues.
