Enable 2 GPUs for encoding/export?

How do I enable two/multi Nvidia GPUs for encoding/export in the latest versions of Premiere Pro and After Effects?

 

My system has two RTX 2080 Super GPUs.  However, when I do export or render in Premiere or After Effects, its obvious that only one GPU is in use based on the info in the Performance tab of task manager or just by moniotoring GPU temeprature.

 

I looked at this page and it seems vague:

On that page it says, "Adobe Premiere Pro uses a single GPU during playback and multiple GPUs for other tasks such as Render In to Out and for export."

 

However its only using one GPU on my system for render or export.
