Good evening!!! I am a young graphic designer in progress and I want your help in terms of information because I have a hard time making the decision !!! I am building a computer and I would like you to tell me please what graphics card to put so that I do not have any issues with the programs that I will subscribe to shortly !!!

You will need multiple upgrades to that PC. The problem with having only 16 GB total of RAM is that performance will be slower and weaker than that 3800X is capable of because all modern memory controllers always work better with four banks (ranks) of memory than with only two banks of memory. (Do not confuse banks/ranks with sticks of memory as one stick of memory may have either one bank or two banks of memory, and all recent 8 GB DIMMs have only one bank apiece.) With only 16 GB total of RAM on only two banks, the memory controller will not achieve the optimal memory interleaving performance. In fact, with only two 8 GB sticks performance (even in dual-channel mode) on such a newer CPU will be almost as bad as if you had only a single 16 GB stick of RAM that's running in single-channel-only mode.
Worse, current GPU prices are still very expensive right now due to both the COVID-related shipping and availability issues and the still-elevated demand for GPUs for cryptocurrency mining. As a result, the only GPUs that are well-matched to the relative performance of your planned CPU will cost close to, if not more than, $1000 USD at current street pricing. All cheaper GPUs will be underpowered, sometimes severely, compared to your CPU. If that GPU is way underpowered, corruption on renders and exports may occur, especially when enough GPU-accelerated effects are utilized.
Given the circumstances, I would add two more 8 GB sticks of RAM (or order the system with two 16 GB sticks of RAM instead of two 8 GB sticks of RAM), bringing the total to 32 GB of RAM. With 32 GB, you will have a full four banks of memory installed in your system for optimal CPU performance. Then, my suggestion afterwards of either a GeForce GTX 1660 SUPER or a GeForce RTX 2060 (SUPER or non-SUPER) will be a compromise between budget and performance. Anything lesser will bottleneck your CPU.

Performance-wise, both of them are about equal. However, I would recommend the RTX 3050 of the two as it has a bit more VRAM than the GTX 1660S (not to mention that the RTX 3050 is newer and likely to be supported longer going forward).
