Hardware recommendations to build a dual boot PC for Windows 11 & 8.1?

Hello everyone,

I want to build a PC so I can run Windows 11 and 8.1. I still use my Premiere Pro 5.0 suite that will only run on 8.1 but my current hardware won't support running W11.

My hardware is:

Windows 8.1 - used this since CS5.0 didn't support W10

CPU = I7 5820k @ 3.3, Haswell

65GB Ram

Asus x99 Deluxe, 2011 socket

NVDIA GTX 970

Drives:

931GB Western Digital WDC WD1001FALS-40U9B0 (SATA)

2794GB Western Digital WDC WD3001FAEX-00MJRA0 (SATA)

930GB Western Digital WD My Book 1110 USB Device (USB (SATA))

1863GB Intel Raid 0 Volume (SATA)

1863GB Samsung SSD 870 EVO 2TB (SSD)

1863GB Samsung SSD 870 EVO 2TB (SSD)

238GB Samsung SSD 850 PRO 256GB (SSD)   LOCAL DISK

279GB Western Digital WDC WD3000HLFS-01G6U1 (SATA)   LOCAL DISK

476GB NVMe Samsung SSD 950 (Unknown)   PROJECT DRIVE

3726GB Seagate Backup+ Desktop SCSI Disk Device (USB (SATA))

930GB Western Digital WD My Book 1110 USB Device (USB (SATA))

 

Can someone recommend a decent MB, CPU, Ram if needed and a Video card to make this happen. I'm reusing my case and fans, will probably eliminate the mechanical drives in favor of more Samsung SSD's. 

When it's all done I would still need to be able to load my 5.0 PPro suite. Utilizing the subscription service is not in the finances for me. Maybe someone has hardware they want to sell?
