Help on hardware for Premiere Pro

Hey all, 

I've just got Premiere Pro a week ago and I've encountered some problems with my hardware. First is about the display of my laptop. It's only a 1366x768 display, which doesn't fill the requirements, however Premiere Pro would start regardless and function almost properly, with a slight flaw that the preview screens has green stripes over it. However I have my TV screen lying around and this is a 4K screen too, which surpasses the minimum requirements quite a lot. However when I launched Premiere Pro on that screen the green stripes are still clearly visible. My laptop uses an Intel UHD Graphics 620 VGA, and while it's a "bottom of the barrel" VGA, I read on this forum that it is still usable. How can i solve this problem?
