Unfortunately, not if you are using Premiere Pro or After Effects.
If you are using Photoshop and Lightroom, maybe.

I cannot recommend anything in this price range due to the universally weak (only dual-core and/or very-low-clocked) CPU that's included in these laptops. What's more, these cheapies rely entirely on integrated graphics (IGP) and have no discrete GPU at all whatsoever. And finally, most of these cheapies still have only a 1366x768 display instead of a 1920x1080 display. Plus, these cheapies have only 4 to 8 GB of RAM installed, which is not enough to run Premiere Pro at all because all integrated graphics steal a portion of the installed system RAM for themselves, making that portion of the RAM completely unavailable for programs to use.
