It is practically impossible. All laptops priced within your budget fall well short of Adobe's practical minimum requirements to run the program properly (and yes, this goes for all versions of Premiere Pro that are currently available at all): They're either much too weak or too old and obsolete. And because Intel has not improved its CPU performance significantly in the past 10 years or so, you will actually need to spend more than $800 just to get a laptop that's even remotely adequate for editing even 1080p video content.
