It depends on how intensive your projects are. I can tell you that Premiere Pro is absolutely no problem and runs very well on my now two-year-old M1 Pro MacBook Pro laptop with 32GB unified memory, but my sequences are relatively simple…usually one 4K video track with some titles and transitions, and one audio track.
Your proposed specs, an M3 iMac with 24GB unified memory, should perform at least as well as mine and maybe better, if your sequences are as simple as mine. However, if your Premiere Pro sequences are more loaded down with many video tracks/multicam, and broadcast-quality effects and motion graphics, or if you do a lot of 6K/8K work, it is possible that you would be better off with a Mac Studio. Although the Mac Studio line is still on M2, they offer the M2 Max and Ultra chips that come with many more CPU cores, GPU cores, and video encoders than the base M3 in the iMac, and therefore able to handle much higher Premiere Pro workloads.
