I'm debating making some system upgrades to improve my editing experience. I work with 4k footage almost exclusively. (100mbps mp4) After a handful of cuts, some motion graphics, and maybe some optical flow on slightly slowed down footage (75-85% on 30fps footage), I start to get fairly poor timeline scrubbing and even playback issues. As footage goes from clip to clip in an edit it will drop frames and I'll have to stop, wait a second, then restart playback to smooth it out.
So I'm just trying to decide what will be my best bang for the buck to increase my performance to smooth out my workflow.
Current system specs:
-AMD Ryzen 5 1600 CPU (6-cores, 3.2 GHz, overclocked to 3.8GHz)
-16GB DDR 4 G.Skill PC-2800 RAM
-Nvidia Geforce GTX 980 4GB GPU
-Western Digital Blue NVME m.2 SSD (Workflow/scratch disc for editing, all footage is on here and exported to here.)
-Samsung 850EVO SSD (Windows and Adobe CC are installed on this drive, as is Adobe Cache.)
Money is a little tight right now but I think I can justify making at least one upgrade. I'm just debating what is the most logical decision. Do I bump up to 32GB of RAM? An 8-core Ryzen 7 2700X (3.8GHz Base clock) CPU? Or a newer Geforce graphics card like a 1070TI?
I'm leaning toward the processor making the best improvement, but I honestly don't know. My CPU and GPU really aren't overly taxed while working (rendering sure but not just scrubbing), but I know Premiere is pretty poorly optimized overall so that isn't a shock.
Any input is welcome. I'm tech savvy but I'm at an impasse in my own head as to what is the best value choice for the moment.

Or should I finally bite the bullet and start transcoding my 4k footage to Proxies for my editing? I produce 2-3 short YouTube videos a week. Spending a bunch of time transcoding will add a lot of overhead(storage needs) and time to my workflow. I haven't tried it yet to decide if it is worth my time.
