Is it possible to do some kind of video edit in Premiere Pro on my potential PC build?

Hi, everyone

I plan to buy new PC for this purpose next month. My only problem here is that I have limited budget for now, but hopefully, I will be doing upgrades in upcoming time after I build my initial PC. So, i'm going to start doing edit as freelancer, mostly in 1080p30-60, but sometime I must be ready for clients that could demand me to edit video in 4k resolution, so I need your opinions about worthy of doing my PC build. Also, my focus will be on short form videos and podcasts, not long-lenght special effect heavy videos.

Here are potential specs of my PC. Of course, I didn't decide finally which components to by, but there are some of them that I have in my mind:

AMD Ryzen 5 3500x/Ryzen 5 5500/Intel i5-11400f

RAM: 16/32gb ddr4

GPU: For now, I have only ASUS (AMD) RX 550 4gb ddr5 which I bought four years ago, but I'm seeking for best graphics under 200$, if it exists (example, Intel ARC380 6gb ddr5)

Also, specs of my incumbent PC now are also: AMD FX-6300, 8gb ddr3 (four modules), and graphics card that I mentioned in post.

Without going into a detailed look at each component, at a glance my impression is that should be able to edit 1080p short form simple edit projects…but it might not be much fun. I am guessing it would struggle with 4K. 1080 editing might be OK for a while but it might not be long before you’d feel like it should be faster. It’s understood that your budget is limited, but it would be nice to get newer components.

The Intel i5-11400f is a 6-core processor from 2021 apparently. Today’s tend to have 12 cores or more, so maybe aim for at least 8 cores in a later generation CPU.

The video cards used today tend to be Nvidia RTX level with at least 8GB VRAM.

High capacity fast (NVMe SSD) storage must also be part of the budget, not just for media storage but also for the large (hundreds of GB, ideally) fast performance caches that make video editing more responsive, such as the Media Cache used by Premiere Pro/After Effects. You must budget for a high amount of free storage space, because it won’t matter how fast the CPU and GPU are if low free storage space becomes the performance bottleneck for everything.
