What type of media (file type and codec) will you be editing?
What storage will you be using for media?
Integrated graphics might be an issue, as it reserves some RAM for the graphics.

Generally speaking, any Windows laptop with only integrated graphics is woefully inadequate for Premiere Pro because (as Peru Bob stated) GPU acceleration using onlythe integrated graphics eats up so much system RAM that it may leave a woefully inadequate amount of system RAM available to even run the program properly (and yes, I'm talking about a worst-case scenario) that integrated graphics eating up as much as 14 GB of that system RAM, leaving you with less than 2 GB of total system RAM available for the OS itself and any programs that you may be running). And that is because Windows itself is notoriously poor at hardware memory management where any system RAM that's "stolen" by some piece of hardware becoming semi-permanently unavailable for programs.

This laptop is good for occasional or light video editing with source footage on either the internal storage (space permitting) or external SSD drives connected via Thunderbolt or USB-C. If going with this model Dell Latitude 7450, I'd opt for the 32GB option.
