Media Student PC's Option 1 or 2?

Hi, Wondering if someone could give us some advice...

We're ordering new computers for our Media programs with 15 to 18 year old students.

We will edit mainly at 1080p with Premiere Pro..and also use some Photoshop/Illustrator/3d Modelling/After FX..

We've had two quotes come back. Which option would you advise for us of these 2? What changes would you make?

Option 1: Dell Workstation...some tweaking of config possible.

Option 2: Custom built option. (Some tweaks can be made to this.)

(With the custom build we can change some parts...but have to be careful of costs...as we're ordering around 30 of these machines.)
