Hello !
I restarted my computer and since when I use premiere of after effects i can't have more than 4gb of RAM even if I put more in the preferences. Anyone knows how to solve my issue ?

I don't know how but it does work now. I just launched after effects without doing anything and it worked, sorry if you have this problem it fixed itself one day.

What are the complete computer specs, including hard drives (how many, what kind, what is on each, what capacity, and how full)?
If NVIDIA graphics, make sure to use the latest Studio Driver from NVIDIA (NOT the Game Driver).

We do need to see a screen shot of your memory settings.
Also the memory settings don’t directly assign memory to any app. They only reserve an amount for other apps, and the actual amount Premiere and After Effects use depends on the needs of the project that’s open. If a project doesn’t need 4GB it isn’t going to use 4GB.
Also…
An application unable to use more than 4GB can be a symptom of something like running on a 32-bit OS, because on a 32-bit OS no application can directly address more than 4GB of RAM. But that should not be the problem here, because Premiere Pro and After Effects require a 64-bit OS so if yours was 32-bit, I think the Creative Cloud desktop app wouldn’t even install them. Or did you install them a different way?
I only bring that up in case you can think of some special mode, setting, application, or background process on your computer that might be making Premiere Pro, After Effects, or Microsoft Windows think they've only got 32 bits of memory addressing available, limiting them to 4GB.
