Need help specs

i’m going back to college for video game developing and i was wondering if these specs were good enough to handle premiere pro:

  • 8th Generation Intel® Core™ i7-8750H Processor
  • Windows 10 Pro 64-bit English
  • 16GB 2x8GB DDR4-2666MHz,
  • M.2 256GB 2280 PCIe Solid State Drive

You need at least one more hard drive (or SSD) for your video files

Also read Drive C space http://forums.adobe.com/thread/1007934?tstart=0 to keep your boot drive from filling up with temp files

Here is the deal:

Is the discussion starter going to purchase a laptop or a desktop (tower)?

You see, most laptops, even VERY EXPENSIVE ones, have only two DIMM slots for RAM. This will (currently) limit the RAM support to 32 GB maximum. In order to accommodate 64 GB of RAM, a system will need four or more DIMM slots - and AFAIK only huge desktop tower motherboards offer that many memory slots.

It's a good start.  Add a 1000 series nVidia GPU and four more drives for the following configuration, and you're good to go.
