My friend's old system was running Premiere Pro CS 5.5 --- but when upgrading to Win 10 Pro --- this program Not open instead shows the splash screen and do Not proceed any far from there...?

After upgrade to Win 10 Pro: my friend installed Premiere Pro cc 2018 and PhotoShop cc 2018 ---
The result PhotoShop cc 2018 opens OK but Premiere Pro cc 2018 only splash screen and stops there Not proceed... further
Anything to try??? to bypass this Premiere Pro problem...
