Unless you find a used one, I don't think you'll find one in that price range.

What type of media will you be editing?

What effects will you be using?

What third party plugins will you be using?

Tha't a good question. I'm primarily a webmaster that has only done simple video editing in the past. A few of my clients have begun asking me to do more complicated editing which required me to get Adobe CC and I have found my current laptop woefully under-powered for HD and motion graphics in particular. I'm new to all of this so I can't really give you a good answer. I don't predict that video will ever be a primary revenue stream for me but I would like to add it to my services once I learn this new software. I had used CS4 back in the day so this new stuff has my head spinning. I don't think I need a $4+k "professional grade" video processing supercomputer but an all-around solid computer (that is no older than 2 gens) capable of stepping up to the task when asked. Does that help?
