went to UserBenchmarks and did a performance benchmark, and here is what i get:
Game 96%, Desk 97%, Work 110%
CPU: AMD Ryzen 9 3900X - 88%
GPU: Nvidia RTX 2060S (Super) - 103.5%
SSD: Samsung 970 Evo NVMe PCIe M.2 1TB - 322.4% (operating system, applications)
SSD: Samsung 860 Evo 1TB - 117.9% (video source files)
SSD: Samsung 860 Evo 1TB - 118.3% (renders / proxies/ scratch)
SSD: Samsung 860 Evo 1TB - 118.4% (final exports)
SSD: Samsung 860 Evo 1TB - 115% (gaming drive)
RAM: Crucial BLS8G4D32AESBK.M8FE1 4x8GB - 108.8%
(Crucial Ballistix 3200 MHz DDR4 DRAM)
MBD: Gigabyte X570 AORUS ELITE
so all this is fine and good, but i would think at this setup.... i would just assume... i should be able to import like 8k120 footage and just complete decimate it in premiere. maybe i have high expectations.... but ryzen 9 and all solid state drives, and such... i would think anyway that working with 1080p footage predominately that i woudl cut through it like a chainsaw through butter. but in real world applications, that is just not the case.
here is a quick video i cobbled together just showing the performance i am getting, and i am curious if there is a particular weak link in the chain that is holding me back from achieving better performance or the performance that i at least assumed i would be getting when i built this rig last year??? is my ram the culprit? i have no idea.

thanks john. here is my score. i have no idea what this means to me as a user though. just a list of numbers.
i'm still not sure what directly impacts real time scrubbing without the use of proxies. cause liek i showed in the video, thats basically the problem i'm dealing with. choppy scrubbing of 1080p footage.
