Storage Solution for Premiere Pro

I currently have a 1 Tb HDD at 7200rpm where premiere is currently installed on, and a 3 Tb HDD at 5400rpm, but I'm thinking of getting a 2Tb SATA SSD for premiere instead. Should I use said SSD as a main drive for basic programs, including premiere pro, and the 3Tb HDD as raw and rendered video storage, or should I get a lower capacity SSD and use it as a scratch disk instead?

Use the lower capacity SSD for the operating system and apps.

Use the larger SSD for all else.

Use the HDDs for archiving and backups.
