CPU: Intel® Core™ i5-2400 (up to 3.4 Ghz)

GPU: Geforce 1030 Gb 2GB

Ram : 4 GB (upgradable to 8gb)

I'm looking for new PC to buy, I want to use premiere pro (any older version of cc) for some basic edits like color grading, color corection, green screen, etc... Do this PC is compatible for this??

Even if you upgrade that to 8 GB RAM, you will not have a pleasant editing experience with that computer.

It doesn't even meet the minimum requirements:

You’ll really want a minimum of 16GB RAM.  i think that the CPU would be okay and the GPU would be okay.  Its also very important to have two SSDs, one for O/S and Applications and one for everything else.  If it comes with a 1 TB HDD, that’s fine for long term storage, but make sure you can add additional disk drives.

Yes, that is true, but the problem is that it is only upgradable to 8 GB RAM according to the OP.

I'll fix the ram problem, the only thing that bother me is CPU and GPU.. are they powerfull enough to perform decently?

Honestly, I would not recommend buying it at all: As with anything cheap or low-end or (in the case of that CPU platform) over seven years old, you'd only be wasting money. That i5-2400 is actually about as slow as a recent dual-core i3 CPU when I last tested it in the MPEG-2 DVD software-only export test, while the GT 1030 may be a lousy DDR4 version that's practically unusable for GPU-accelerated CUDA tasks (and yes, there are GT 1030s with inferior DDR4 RAM in addition to those with GDDR5 RAM).
