I'm looking for new PC to buy, I want to use premiere pro cc 2015/2016 for some basic edits like color grading, color corection, green screen, etc... Do this PC is compatible for this??

You really need 16 GB RAM and at least a 250 GB SSD plus at least one other drive for media.

The processor and graphics card aren't really good enough either.

I would not recommend buying it at all, either. Especially since the GPU included is actually weaker than the CPU's integrated Intel graphics (the GT 610 is actually a Fermi-generation GF119 GPU with only 48 CUDA cores and a memory throughput of an abysmal 13 GB/s, and is now no longer supported outside of archived driver releases by even Nvidia, let alone Adobe). Worse, all versions of Premiere Pro CC from 2014 to 2017, inclusive, are now no longer available at all anywhere whatsoever due to the substantial change in the licensing agreement between Adobe and Dolby Laboratories involving the intellectual material (the AC3 encoder and decoder) that was included in those versions of the software. As a result, you're stuck choosing between the original, 2013 release (7.0) of Premiere Pro CC and the 2017.1.4 version of Premiere Pro CC (which does not have an internal AC-3 encoder or decoder at all).

On top of that, why are you buying a "new" PC whose major components are now nearly five years old in this day and age? You know that modern software companies do not like to support anything at all whatsoever that is even three years old, let alone five.
