Various Premiere functions on 2nd Monitor cause playback to stop

I have a new Windows 10 build and the latest version of Premiere, all drivers up to date. I've run into an issue where if I use my second monitor to scrub through thumbnails, show lumetri scopes, use mercury transmit etc, playback goes black and won't work until I've restarted the program. Windows like effect controls, timeline, essential graphics, etc run fine on the second monitor. Even the program monitor works on the second. If I unplug my main monitor and run premiere on the second, everything is fine.

I've seen a lot of threads about mercury not working on a second monitor but this is new for me coming from a mac. Dragging lumetri scopes or a project window with thumbs visible is enough to stop the normal functioning of the app. My workflow usually involves having a bunch of this stuff on the second screen so I'm hoping to figure this out..

evga geforce 1060 6gb

32gb 3000mhz ram

asus ROG maximus XI Hero mobo

500gb boot ssd

1tb work ssd

4tb storage drive

I'm assuming this is a video card issue but hoping someone out there has experienced something similar or found a way around this.
