I am in the process of building a new PC for Premiere, Resolve, and some light After Effects.
At the moment I have:
i9 9900k
64Gb Ram
1 Tb sata SSD boot drive
2 m2 SSD casche and media drives
HDD for short term storage
1000w psu
Would I get better performance with a 1080ti with 11Gb video ram
or a later generation 2060/70 Super with 8Gb video ram.

1 tb boot drive? I would think 250 gig is more then enough. OS and programs and nothing else.
As for the gpu i would go for the 2000 serie.

I had a 500GB SSD on my old system as the C drive and I found it was nearly full, mainly with non video editing stuff like my picture and still libruary and various 'cloud' folders.
That's a good video link you gave for Puget systems, it was their written guide that I used to choose my new build. Still not sure which way to go with the video card, the Puget video implied that the GPU is going to more used in the future. I have now started using Resolve for my 4K hobby projects and they use the GPU even more, perhaps I will get a GTX 2080 if they get a bit cheaper!
