This is not logical, at least due to the fact that it has never been tested by support, since it was released later than the release of the program.

We test on a variety of drivers to ensure maximal compatibility for user configs. We work closely with nVidia (as we do all GPU vendors) to ensure their latest drivers work with the latest version of Premiere.
If there is a known issue with the driver you have installed, you should see a warning pop up when you launch Premiere:

In general our approach is to shy away from requiring users to install specific drivers. This avoids the scenario where a user wants to use multiple apps on the same machine but each app requires different driver versions.
I'm always happy to hear feedback on whether or not there is a desire for us to recommend/require a specific driver version.

I observe low GPU usage efficiency for playback and renders. This is especially noticeable on UHD materials. I know that creating proxy files solves this problem in many ways, but unfortunately there is not always time to create them. Sometimes I get an hour-long film that needs to be completed in a very limited time. And I get a lot of freezes even on an HP Z8 workstation with a GeForce RTX 3090Ti, having a fairly productive disk array.

What are the properties of the non-proxy media you are using? Often times playback/render performance is limited by the decoding/encoding process. Depending on the codec this may be accelerated by the GPU - but may not show up in GPU usage by default in the Windows task manager.
You can view HW encode/decode in the GPU tab of Windows task manager:
