Does the Adobe Premiere support the Nvidia RTX 4000 graphics card?

Although it should work for CUDA, Adobe does not currently utilize any of the chip's newer hardware technologies (such as the new Tensor cores or Ray-Tracing) at all whatsoever.

I have a some what related question:
Do the Quadro RTX4000 offer something that the GeForce RTX2070 don't have, except the 10bit color output for OpenCL
(like HW support for more codecs etc)

HW encoding is done with an Intel cpu that has Quick sync onboard.
