Update to InDesign 13.0.1 not happening

I've had a bunch of scroll bar and panel issues, and there is a fix documented here: https://helpx.adobe.com/indesign/kb/scroll-bar-missing-pages-panel.html​ that required InDesign version 13.0.1

My issue is that my software claims to be up-to-date at version 13.0. I've tried many ways to fix this but nothing is working.

How can I force the November 2017 update so I can implement the patch and fix the problem?

restart your computer (don't skip this)

use the desktop app to re-install your id
