Export Presets are very useful. However only place a check mark in the boxes for Presets when you want to do Batch Exports (multiple varities of image.)
For one type of Export click only on the Export Preset name.
Also if you tick the boxes the Import dialogs are no longer editable.

You have opened the Secondary Display screen (that has overlayed your main screen)
Press F11 (Function key F11) or use the menu Windows > Secondary DIsplay > Show to toggle the secondary screen on/off.

I do have to agree with you, and the confusion over the app names has been ongoing since 2017!

Camera Raw (aka ACR) is a Plugin for Photoshop. It is not an independent standalone app. You need to [Open with Photoshop] and a raw file will first go through ACR before it 'opens' in Photoshop (or can be saved from the ACR UI).

"Camera Raw editing requires that a qualifying product has been licensed" That is because ACR is a PLUGIN for Photoshop and you would need Photoshop to have ACR.
You do not need Bridge if you have, and use, Lightroom-Classic.
And you don't need ACR if you have, and use, Lightroom-Classic. (LrC does not use the independent ACR plugin. The camera raw rendering is built into the LrC UI)
The editing features in LrC are almost exactly the same as ACR (and better in some circumstances- especially batch processing of images.)
I would suggest you use Lightroom-Classic exclusivley as you photo management and editing tool. Keep Bridge only for the odd one or two things that might be different.
You would need to import your photos to the LrC catalog, but then you have one app to learn rather than three.

No, You do not have to render Smart Previews manually yourself.
In theory you could add your entire library to one standard Collection and mark that to sync. This would sync all your photos to the Cloud, however your internet time to sync up might be considerable, even with the automatically created smart previews.. Bob Somrak's method syncs tiny JPGs (faster) but you need to follow his method closely.
You could work with a limited number of images in a synced collection, flag to cull those in Lr-Mobile, then sync another Collection, etc until you have gone through your entire library. I doubt you could peruse and cull from your 31,000 library in a short space of time 🙂

There are several ways to Delete selected catalogued photo/s from the Hard-Drive:
1. Press [Delete] with image/s selected > [Delete from Disk]
2. [Right-Click] > [Remove Photo] > Choose [Delete from Disk]
3. Main Menu Photo > [Remove Photo] >[Delete from Disk]
4. [Backspace] > [Delete from Disk]
5. Flag Rejected photos only [Ctrl + Backspace] > [Delete from Disk] (My recommended method)
There is a situation where the Import process has Copied files on the hard-drive and when a photo is deleted in the catalog, the original (not the copy in the catalog) remains on the Drive, thus confusion "My photos are not deleting!"
6. And there is the 'Deadly no recovery, no confitmation' method to delete a selected photo from everything (permanently) [CTRL+SHIFT+ALT+BACKSPACE].

There is no approach in the way you suggest. It is something you will not be able to do. All your Lr-Classic culling will need to be done 'at home' on your Mac.
You can sync photos from LrC Collections to the Lightroom Cloud (as proxy Smart Previews) but deleting them in the Lightroom Cloud (Mobile devices) will not delete them from the Mac 'home' catalog.
However, You could Flag images as 'Rejected' in mobile devices then delete rejected photos in the Mac home catalog. Easily done!

Unlike other apps I don't believe that Lightroom-Classic app can be installed on another drive. (Others might prove me wrong)
You can however move the catalog, the catalog previews, and all photo files, to another drive.
Creative Cloud must be on C:drive, and the LrC install occupies about 4GB of space. It is the previews cache that can occupy far more space.

"My pc currupted last month and I had to delete all files. " Well there be the problem- all your files have gone.
Unless you have system files backed up somewhere your presets are lost.
Presets are stored in a folder- C:\Users\{YourName}\AppData\Roaming\Adobe\Lightroom so if {Develop Presets} in that folder is empty you don't have the Develop presets installed.
Re-importing photos to a catalog will not restore edits, or a preset previously used.
Lesson learned- Backup, backup, backup.
As well as backups of catalog and photo files, I also keep a specific copy of the {Lightroom} folder which stores presets.

So a few questions come to mind-
Lost it how? And what type of Preset? (Develop, Brush, etc)
Have you looked for presets in the [Lightroom] folder?
C:\Users\{YourName}\AppData\Roaming\Adobe\Lightroom
Why would you be "uploading" a photo that you "have used my preset on" ? Is this photo you are uploading an original camera file, or a photo that you have Exported from the Catalog previously? New imported photos will not show any edits.
How is the Histogram involved in this topic?
How to copy- what? Do you have a preset somewhere?
Remake it? You can edit an image with adjustments and create a new preset.

This does not occur if you select and drag the new collection of images to the saved BOOK Collection. So Yes you can drag photos to an existing book.
So the workflow would be like this-
1. Create your initial book from a standard collection [A].
2. Create a 'Saved Book' which will create a special BOOK Collection of you [A] photos.
(***Hint: You can check the box to make this the Targeted Collection and keyboard [b] will 'bounce' any selected image into the Saved Book Collection at a later time.)
3. Press [G] to go to Grid view and select all the photos in Collection [B], or from any Folder in Library View!
4. Drag these selected photos to the Saved BOOK Collection (NOT the old standard collection!) (Or as per hint- [b] for Target Collection)
5. Reopen the Book by-
a) a [DOUBLE-CLICK] on the Saved BOOK Collection, OR
b) [ONE CLICK] on the white arrow that appears at the end of the Saved BOOK Collection name. OR
c) Press [CTRL + ALT + UP ARROW] that will return you to the Book page.
6. You newly added photos will show on the filmstrip (they don't automatically fill the book pages.) where you can drag them onto page photo cells.

Possibly your friend is looking at photos in a collection (or a Collection Set). You need to be in folder view with Library or Develop module to allow [Delete from Disk].
Or the selected photo is a Virtual copy. Deleting a VC will only remove from catalog.

I am thinking that if your photo is showing the adjustments (possibly from saved XMP metadata), you should be able to simply create a preset, and all the previous adjustments can be included in the new preset.

If you do not see the module menu (top of screen)-
Press F5 (Function key 5), or
Press [SHIFT+ TAB] to cycle through screen view modes, or
Go main menu to Window > Screen Mode, select another mode.
Or Press the keyboard shortcut for the Develop module- [ D ]
See Shortcuts available by [CTRL+/].
Another possibility- Are you signed in with the Creative Cloud Desktop App?
Try Signing out then Signing in. (Always stay Signed In)

As for me, I am not a shareholder, not employed by Adobe- just a photo amateur in a country town that enjoys helping other users of Adobe products by volunteering my (limited) knowledge in this Adobe sponsored forum.
Bridge is a 'Free' image browser that anyone can install and use (without a subscription) and for that reason I doubt that Adobe would ever give it editing abilities that equal those available in subscription plans that include photo editors (Lr, LrC, Ps, etc).

And, not to be forgotten, Lightroom-Classic is in itself Camera Raw (encoded in the LrC app), and replaces Bridge (in catalog form rather than a browser). The separate ACR Plugin is not required. Admitedly the interface is different, and some new features are slow to appear in LrC, but LrC can do most everything that ACR and Bridge can do, and in some respects- do them better.

OK, so the site in the given link says this-
"To enable Camera Raw editing in Bridge, you need an active subscription of Adobe Photoshop or Photoshop Lightroom Classic".
It is still my belief you need Photoshop to obtain the full working version of ACR, and the Lightroom Plan is not sufficient.
(Note: Plans have changed in January 2025- after this article was published, so it might be in error.)

Check you slider settings to see if any adjustments have altered the masked area.
And check the option you have set for-
If this is not checked, the previous mask edits you made will be applied to any new mask.

My understanding is that if you have the Lightroom Plan then Photoshop is not included in that Plan.
ACR is a Plugin for Photoshop, so I would not expect to have ACR without Photoshop installed.
The "Lightroom" apps have camera raw rendering embedded in the app code and do not need an independent version of ACR.

Just picking out some quotes-
"export as a PSD file" - Exports do not include edit history made to the original RAW file. (The new Ps file will however have the LrC edits 'baked in' )
"when I opened such image and Imported into LrC it would come back with the history." - Any image freshly 'imported' will not have History, so I think you may recall incorrectly.
Edit History is only ever recorded in the Catalog.
I'm not sure what you mean by your "copying" and "moving" comments or how this is relevant.

I can have the Keyword Set panel open, hold down [Alt], press [TAB], and then successfully use [TAB] to cycle through all running apps. So I don't see a problem with [ALT+TAB] under any circumstance.

If you create a new image (by [Edit in Ps] ) then you have a new TIF or PSD without history. Not until you apply further LrC edits to the TIF or PSD that comes back to LrC will the new image show some history.
Could you explain your workflow with more detail- eg. Are you sending a RAW file, or a previous Ps edited file, over into Photoshop?

If you check the option [Email me when someone replies] (Left of the (Post) button), then you should be getting email notification (I am).
There is also a General option re: Notifications in your Community Profile.
But (for me at least) there is lots of weirdness happening with Adobe.com of late, blocked URLs, wrong plans shown, installed apps showing as not installed. 😞

Then your options are a little more limited. Have you considered a card reader?
So i am thinking this workaround-
Consider using the Folder Date method when setting the Import Destination panel options.
Then the Import [Destination Folder] interface should be useful (see my screen-clip above),
Also you have the opportunity to make selective 'date' imports in the Destination panel.
Note the ticks against the dated folders in my screen-clip: You can uncheck these ticks. Only photos in folders that are ticked will be imported.
The destination panel uses the greyed-out folder names (icons show+) to indicate new folders that will be created, and the number of photos that will be imported to each folder.
