Or remove the Word formatting when importing and then apply the InDesign styles.
If you do match up the Word/InDesign styles--they don't have to be the same name, but you have to customize the name match.
If you use same-name styles or make a custom match, after import, select all the text and remove any paragraph style overrides.

I usually suggest ignoring that style. If styles are ever sync'd from another document, it could overwrite the defined style, causing a ripple effect throughout the document.
I create my main body style with no based-on setting, then build other styles based on that. I do the same for my heading styles (I usually don't base the headings on the Body styles either). I also like to create unique table styles, that may or may not be based on body, depending on the formatting.

Here are a couple of files showing various numbering methods.
On the NumberedListExamples file, on page 9, I use an additional "reset" style to restart the numbering.
In the Number=0Test file, I have a heading set to zero (0) to reset the numbering.
BTW, I would never base any styles off of the Basic Paragraph style.

This is not uncommon in long documentation. There may be a number of technical paragraphs between a number, so it was important to pick up the numbering where it left off.
If you recall, most of InDesign's long-document features were copies from FrameMaker back in ID CS3, which has the same feature.
There are two simple solutions to restart numbering, which @Barb Binder has discussed.

When you say "artwork", are you referring to the InDesign file or some other file placed in InDesign?
When you say "interactive", are you referring to a PDF?

Tagged Text is only about Text formatting - there is nothing there about any aaspect of page or graphic objects.

@Eugene Tyson I didn't see anything in the tagged text manual about page structure, including parent pages. It was all text and table formatting. Do you have information on other tags?
Personally, I found tagged text most useful when getting text from a database and exporting with the tags. I don't think I would bother for existing Word documents.

I am very familiar with "regular companies in the real world". That's probably why the documentation is in the condition it seems to be in. As I mentioned in your other posts, you will find issues with any program you test. Perhaps an XML solution with FrameMaker could work. Again, without actually studying the problem, it's not possible to say.

- Scripts for cleaning the text
- Interpreting/ changing Word styles to ID ones.
- Creating formating rules to apply ID styles to specific paragraphs
- creating side scripts that serve as tools for complex local formating that can't be done on a large scale

Most of this can be accomplished without scripts.
-Word macros can clean up the text. While the macros are scripts, the macros can record your actions, making their creation and editing much easier.
-InDesign has the ability to save the Word paragraph and character styles to ID styles, so import is fairly easy. I do recommend you select all the Word text after importing and removing overrides.
(You mentioned tagging the text--some people use this as a term for applying styles. ID does have a tagged text feature too. Can you clarify your terminology?)
-If you apply your styles in Word, you shouldn't need to do much else. However, it is not always practicable to format everything in Word. For that you can use the free plug-in to so some find/changes:

-With nested styles, GREP styles, next styles automation, most of the complex formating can be handled automatically. The find/change can usually deal with everything else.

Just a note about inner bleeds--you ONLY have to split the spreads IF an image is on one page and stops at the spine. You do NOT have to split spreads if an image spans across both left and right pages. The bleed for spanned image pages will automatically pick up bleed from the other pages. (That is, the left page's bleed will be from the right page, and vice versa.)
I think this is a bug, but to solve your problem on split spreads...
Split the spread apart.
Unlock the text frames from the parent pages (Cntl-shift-click or Cmd-shift-click on frames).
Link them again.

If I recall, you came into this after the fact, so I can discuss/question what happened early on...
The management at the time was derelict in their duty by not having professional templates built and not providing proper training for the team. Most of the solutions to your various posts are simple compared with what your team has been through already.
I don't know enough about your project to stay that a book file is the only solution, but I suspect there are other options.

No--you need to select the table, set the Cell Styles to None, then clear any table overrides. However, this may not clear any manually applied Paragraph styles or formats.
I usually like to
Create my Paragraph styles for the table (I don't reuse other styles but create ones just for the table).
Create my Cell Styles that link to the paragraph styles, usually without any other formatting.
Create the Table style and select the appropriate Cell styles.
I never apply paragraph styles or formatting directly to the table. If I need a custom paragraph style, I create the Cell style linked to it, and apply the Cell style. This method also makes it very easy to link to Excel files for constantly changing tables.

@Thomas_Calvin Like @Barb Binder, I teach (and use) both FrameMaker and InDesign. I was a Frame Consultant with Frame Technologies since 1991.
It seems to me, from your various posts, you are trying to find reasons to replace InDesign. However, I think you could really use some consultation before you make that decision from someone like Barb or myself. I don't think you are going to find the "perfect" page layout program you seem to be looking for. A desktop-publishing Diogenes, if you will. 😁
As to your current problem, I'm not sure you have to "waste" the Section marker for the number next to the Section text. If you use the Chapter number and create a book file, that would increment the number. Which would leave the Secion marker for what it was intended for (and, I believe, the way you want it to work). There are numerous options, but everything depends on your workflow. For example, you could simply have different based-on parent pages with different section text that you can color code on the Page panel for easy identification.
If I understand it correctly, you are new to this team (and perhaps InDesign?) but your team has been using InDesign already. I don't know for how long, but have they said they want to change? It could be whomever set up the templates did not set up an efficient workflow OR things changed and were added overtime rendering the initial templates inefficient. It might be worth stepping back from the day-to-day issues and see if the InDesign templates need restructuring.

Cell styles are shown in the Cell Styles panel, so they are in the UI.
Personally, I would avoid the Properties panel and use separate panels (e.g., Control panel, Paragraph Style, Character Style, Object Style, Table Style, Cell Styles, etc.). The Properties panel tends not to give you the complete picture as to your settings. I don't use it at all, but you can use it if you wish--just don't ignore the more important panels.

They Cell Styles in my screen capture would be from the Cell Styles under the Window menu. The benefit of adding the Cell Styles to the Table Style is the Cell Styles are applied automatically when the Table Style is applied. However, there is no requirement to use them in the Table Style.
When you apply Cell Styles to a table, it will not show the Table Style as modified (the plus sign). It is the same principe of applying a Character Style to text with a Paragraph Style--it is not considered an override.

Did you group the current-pg and next-pg text frames? It looks like the next-pg frame is on the pasteboard (PB), which should only happen if the frames were grouped (or anchored).

We have similar systems (I have an i9-13900K and an RTX 4080).
I am not experiencing any major delays like you indicate.
Are you running InDesign locally or through a VPN or other network-related setup?
Have you saved the document as an IDML and reopened?
Have you cleaned all your InDesign cache folders?
Have you uninstalled with the Adobe CC Cleaner and reinstalled?

Then I would assume the team was dealing with the problem in one manner or other. If they were creating a text frame per page, then the Cntl-shift-click will seem like a "god-send" feature to them. The other option is to write or purchase a script that adds in pages and add the text frame automatically.

Put in a feature request or look at other programs--there are a couple that I train on that can do what you are looking for (as far as editable master page items are concerned). However, every program will have some "flaw" that requires a workaround.
