Clean install refer to compelte removal of the Adobe related apps and its associated files and folder.
Even though if we uninstall the apps , there will be some files and fodlers left . which includes files in System and User Library, Preferences folder under both System and User Library.
Example:
~\Library\Application Support\Adobe ( User Library)
\Library\Application Support\Adobe ( System Library)
~\Library\Prefernces.
\Library\Prefernces.

Did u checked under \Library or ~\Library ?
Right click on Finder icon and select Go to Folder.

Check whether Windows Installer and Windows Module installer sevice is running?
Try using Offline Installer using Alternate download link :

Also you may try Setting UAC to Never Notify and try to install.
If Still same , check whether unblock option is avaialble .
Right click on setup file and select properties.

You can check with Apple Support whether you can Upgrade to Mac OS High Seirra.
Better to plan Upgrade with Apple Support advise and based on other apps installed on iMac and its compatibility for newer version Mac OS

I dont think iMac 2011 can go beyond , High Seirra. Even for Mojave , its requires iMac 2012 or newer Hardware
