from, https://helpx.adobe.com/photoshop/using/generative-fill.html

Why is the Generative Fill button greyed out if I'm over 18?

If you find that Generative Fill is greyed out for you and you're over the age of 18, it is possible that you may not have a valid Date of Birth associated with your Adobe ID account. To update your Date of Birth, you can do either of the following:

  • Sign out and sign back in to both the Creative Cloud Desktop app and the Photoshop (beta) app
  • Log into Behance with your Adobe ID and enter your Date of Birth.
  • If you sign in using social sign-in (Apple, Google, and Facebook), ensure that your date of birth in that account is set to public instead of private.

Once your Date of Birth is up to date, relaunch the Photoshop (beta) app to enable Generative Fill.

if that fails to help, contact adobe support.  there are 2 ways to contact adobe; chat and twitter:

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.

twitter:
tweet @AdobeCare

p.s. if you're contacted by anyone (via email or private message), it's much more likely to be a scammer than an adobe representative. ie, double check for an employee badge if contacted in the forums and look for an adobe.com domain in the email address if you click reply to an email. then check again and be very suspicious. any other method of contacting (or offering to contact you) is almost certainly a scam, https://community.adobe.com/t5/using-the-community-discussions/staying-safe-in-the-adobe-support-com...

Well, thnks taking time to aswer my question. Using adobe is a mind blowing, they are trying to connect all products and made it so hard to use for humans. I can signout from web, but I can't signout from photoshop installed (beta) on my computer. Everytime I click my avatar pic in photoshop to signout it always redirects me to web and signed in token. People who designed this, must be smoking something, why the heck my birthday should be in behance and not in my adobe profile? It shold be simply, click to avatar, choose view profile or edit profile and set my birthday, why is it so hard?
