As well what was used to actually create the PDF is an important consideration.

Unfortunately there are many PDF creation applications that really do not cut it.

For optimal export of PDF content you want to use a proper PDF creation routine (compliant with the ISO Standard for PDF - ISO 32000).

You want a well-formed Tagged PDF (compliant with ISO 14289-1, PDF/UA).

In short you have "gigo" if Good in then Good out or if Garbage in then Garbage out.
