As such an extension has no expected domain name, is there a way to display PDF via Adobe API in custom panel anyway?

That's not possible at this time.

Is ther any plan to implement such an ability in the future? Our app allows for clients to host it on their own domain. Ideally we need to be able to programatically add domains to our credential/clientId

We currently don't have the ability to programmatically create the credentials. However, maybe during your client onboarding can you direct them to create their own. I've had to do this for services like Power Automate and non-Microsoft Connectors.

When you say a custom panel, do you mean in Creative Cloud or a different app?
