Adobe express Rotating image

I tried to rotate images with the mouse, but the smallest angle is 3 degree to start with, I can't get it to 1 degree or -1 degree. I also found the shortcut key online for rotating 1 degree with Option+direction arrow, it doesn't work, it just moves the image to the right or left. Please help, thanks.

I got it to work by holding cmd and then rotating with the rotation button at the bottom of the image/text. This got rid of the snap to 0/90/180/270 degrees

Select the image --> crop --> free form --> rotate. You can select the # of degrees from there.
