Designing with bootstrap 4 grids

Hi!

I just have a design question about the bootstrap 4 grids.

The grid I'm using is:

Container size: 1140 (12 columns, gutters: 30px plus 2 x 15px right and left of the whole grid - column size: 65px).

My question is: Can any content go over the right and left 15px margins; or do they work as padding where nothing can be placed? Making the actual content area 1110px (ie, 1140 - 30 = 1110).

I hope I explained this correctly. I can only find answers about not placing any content in the inside gutters, but it doesn't mention anything about those negative 15px areas in the grid. Many thanks!
