Can't move keyframes on stretched composition layer with protected regions

Issue: Keyframes get stuck and can't be moved on stretched composition layers with protected regions
Adobe After Effects version number: 23.2.1 & 23.1.0
Operating system: Windows 10 Pro (Version 10.0.19044)
Steps to reproduce: Make a comp with animated text layers and put a protected region on the animation. Place this comp into another comp and stretch it to make it shorter. Animate the scale property on that composition layer and try to move the keyframes afterwards.
Expected result: Keyframes should move to another position in time.
Actual result: The Keyframes get stuck and can't be moved (sometimes not immediately). Try to ease them causes the error 27 :: 15 "attempt to get an item address from a position outside of list length".

It sounds similar to another issue we have reported that we are investigating: https://community.adobe.com/t5/after-effects-bugs/responsive-design-time-very-buggy-when-you-change-.... Would you be able to provide a project file with the keyframes in the state you've described? This would be helpful for our team to investigate the issue and determine whether or not it is related to the known issue linked above.
