Has Lightroom ever run successfully on this machine? Did this happen with an update or a first time install?

This is a fresh install of Lightroom on a new computer.

@numa'poze  While I am glad things are working again for you, this bug thread is for Lightroom Desktop (6.4) not Lightroom Classic (12.4)

nice condescending tone there, Bob.

let me also try it, since you haven't even bothered too read the posts I've wrote above.

I know perfectly well the differences between the two Lightroom variants.

one is the cloud based one, the one which HAS NEVER WORKED for me in two weeks, since first  purchasing it and installing it, giving me this exact error as in the OP. with the new update, the error message was also updated, that's about it.

the second one, Lightroom classic, is the one I can't use with the newest update, and you could make yourself usefull for once and point me to the thread where people are discussing this issue, so I can complain in vain there also, for another two weeks, before canceling my subscription.

great news
I was able to finally make all them things work for me again.
it only took a windows re-instalation, hours of my time and a lot of frustration.
I would like to thank the adobe team for their support, but it was nonexistent.
