Photoshop will not open files or make a new files

New Here ,

Hello,

I have this new issue where files that were opening just fine are now not. Also I click NEW, pick a files and click create. Nothing happens. I Photoshop issue opening.png uninstalled, reinstalled, revereted to an older version, still the issue remains.
