Marking <cfmail urgent to only some recipients

I know the cfmailparam below marks my emails as Urgent (red exclamation mark) in Outlook mail:

<cfmailparam name="X-Priority" value="1">

However, I want the Urgent mark to show ONLY on the recipients in the TO: line and NOT the recipients in the CC: line. Is there a way to do that, or do I have to send two emails, one with the tag above and one without?

AFAIK, there is no way to selectively mark emails as important for only a portion of the recipients.  You'd have to send two emails.
