Creative Cloud stuck on infinite loading screen

Hello, posting on behalf of my wife here. I just bought her a laptop capable of her photo-editing needs and we are wanting to move her creative cloud and other apps to this laptop off of my desktop. 

 

Installed creative cloud (and plan to install PS, Lr, etc... thru creative cloud) and install seems fine. Open Creative Cloud and get an infinite loading screen that eventually says "Creative Cloud is taking longer than usual to open........." Tried all the options in the help link provided in that pop-up. I have completely uninstalled with the Adobe uninstaller program as well as the cleaner tool, and reinstalled to the exact same issue. I have read previous several forum posts and attempted to clear my hosts folder, used the Adobe limited access repair tool, cleaned out every Adobe process available in task manager and restarted, checked my activation status (only button available in the CC App is the "help" button at the top and it is saying I am signed in already, and will not allow me to sign out) as well as SEVERAL other options I've seen in forum posts all to no avail. I'm at a loss for what would be causing any kind of launch issue as this is a BRAND new laptop and the only thing installed is google chrome, steam game launcher and Among Us. 

 

Any further options I would love some assistance. I am rather computer savvy and can figure most things out but this is giving me a run for my money and it's about 3 steps ahead of me right now. Thank you!!!

we have exactly the same problem however trying to uninstsll anything is a nightmare, it comes backs to the loading screen which has been saying taking longer than normal for 2 days tried everything, I only installed creative cloud for a marketing job as needed indesign for a month now i wish i hadnt bothered its completely buggered my laptop 

it wont load, i cant uninstall it now any help appreciated

ftry resetting the cc app: To reset the Creative Cloud desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
