Thanks Brucgovn. That cleared things up for me.
I wonder what has caused this? All was fine until yesterday.
I did update Creative Cloud 3 days ago. Maybe it was something in the update.

I am also suffering from this problem! When I rename OOBE to OOBE.old and reinstall the manager it works perfectly fine! BUT, up until I reboot my PC the problem returns at full throttle and I have to repeat the OOBE process and installation again just to open Premiere, If there are any solutions to this that would be fantastic! I have done research and found many ways on fixing it but none have worked apart from that OOBE and reinstall.
Thank you

So I'm having the same problem since a week (since installing Sierra).
Can't open Indesign (or any other app), keeps saying 'Your application install seems to be damaged, Please reinstall the application.'
I already uninstalled the app and reinstalled the app a few times, deleted the app, ran 'adobe creative clean tool' and followed the steps. Tried to rename the OOBE file. Nothing works.. any other suggestions?

Hi Karin,
Whatever caused the problem seems to be fixed in the upcoming Mac OS 10.12.1 update.

Hope it's something, because I regret the fact that you have to deal with this problem
there where I don't have any, beside a very slow finder trying to act in the network 😉

When I open any Adobe applications I get the message: Adobe Application Manager, required to verify your license, is missing or damaged. Please download a new copy of Adobe Application Manager. And then when I open Adobe Application Manager I get a message: Another version of Creative Cloud desktop or other Adobe installer is currently running. To continue, please close those instances first. So I tried quitting the Application Manager at the top of my desktop and it won't do anything.
How can I get any of the applications running again, or how do I get rid of the other version that seems to be running and I can't see it?
Any help greatly appreciated.
