I have a new PC computer I am trying to install CS3 Adobe Creative Suite on. I have the DVD Application Disc and have downloaded the program. I am wondering if I can DEACTIVATE my old computer that I had the program installed on previously. Thank you

CS3 is dead. Even if you have an installer and valid serial number, the aged out activation servers were retired years ago. It's impossible to re-install CS3 now.
If you had upgraded to CS4, CS5 or CS6 when you still had the chance, you would have software you can use. But unfortunately, that ship sailed long ago.
Keep using CS3 on your old computer for as long as you can. And get modern software for your new machine.
