How to fix error 87?

I already tryed all the suggestion on this post: creative cloud installation Error 87 but still not working.

Please close all the processes from task manager and then try installing it  :-

• Creative Cloud.exe
• Adobe CEF Helper.exe
• Adobe Desktop Service.exe
• AdobeIPCBroker.exe
• Adobe Installer.exe
• AdobeUpdateService.exe
• AdobeServiceInstaller.exe
• CreativeCloud(URIHandler).exe
• AAM Updates Notifier.exe
• CCLibrary.exe
• node.exe
• CoreSync.exe

Can anyone please help fix my problem, I keep getting errot 87 when trying to run "PhotoshopElements_2020_LS30_win64.exe" to install my PE app.
