I have the same problem.  I installed Creative Cloud as I need to get Illustrator for a course.  As I have Windows 8, I installed an earlier version - one that was compatible with Windows 8.  The installation completed however when I was given the screen to access Illustrator, it indicates that its not compatible!  When I clicked the button for More details on this problem, its telling me that I require Windows 10.  This shouldn't be happening as I chose an earlier version suitable for Windows 8.  I uninstalled and re-installed several times now to see if the issue might be rectified but it wasn't.  I also shut down the machine and re-started it but still the application is not working.

There seems to be no option to fix the problem either as the installation completed.

What is this older version, and how did you choose it? Please give the exact version number, and where you chose it.

I searched the Adobe help pages for assistance and all I can say is that
these links etc provided by Adobe are terrible - they don't work correctly
and have added to my problems!!

For instance, Adobe recommended that their *uninstaller* zip file should be
used to un-install the Creative Cloud app from your desktop. So I used
that as I wanted to try and install the application again. That was a
disaster as it didn't clear Adobe fully from my machine. I then tried to
use the *uninstall/change* option that's available within Windows - *Add/Remove
Programs *but the Adobe program was no longer listed there as the Adobe
unistaller had obviously removed that part! However, Adobe files were
still present within Program Files. All I can say is, that's created
problems in itself - caused by Adobe!!!

I've Windows 8 on my machine so I used the following link for the
alternative earlier version of Creative Cloud:

https://helpx.adobe.com/in/download-install/kb/creative-cloud-desktop-app-download.html#sa_src=web-m...

There's an option there to use *Windows 7, 8 and 8.1 (64-bit versions)* so
I choose that download link. The installation completed however its still
telling me that Illustrator is incompatible and I need to upgrade to
Windows 10. I checked out the version of Illustrator on this download and
it would appear that the 'earlier version' link is actually incorrect - it
downloaded the latest version!!!

I'm totally pissed off at this stage and have spent many, many hours trying
to work around these Adobe problems. I've signed up for a course that I
can't access and as far as I'm concerned it's Adobe's fault for providing
links that are incorrect!!!!

This download offers you Creative Cloud for Windows 8, indeed. But I don't see how that helps you with Illustrator. The system requirements for Illustrator are here -- https://helpx.adobe.com/uk/illustrator/system-requirements.html  The Creative Cloud app you have is capable of installing any old apps that still run on Windows 8, but it won't convert new apps to make them work in an obsolete system.

The Creative Cloud can also install (for licensed users, but not for a demo), one version back. But the previous version of Illustrator didn't work in Windows 8 either. https://helpx.adobe.com/uk/illustrator/system-requirements/2020.html
