Lightroom 6 installer fails to initalize.

I tried to install lightroom 6 from my account page at Adobe.  It dowmloads the program but when I try to run it I get the error "installer failed to initalize.  Download Adobe Support Manager".  There is no such program any longer.  How can I get this program to install again?

Mac or Windows, and exact version of your operating system?

 

Is that the serial number version, or part of cloud subscription?

 

If cloud subscription,

I have a brand new Windows 10, 64 bit version of the Dell XPS 15. I
bought the program directly from Adobe, stand-alone Lightroom 6 with a
serial number. The download is still available in my Adobe account going
through the Creative Cloud which I download but when I click to install it
I get that message that the installer can't initalize.

Two ideas that MAY work to install and/or run old programs in Windows 10
-RIGHT click the program icon or EXE and select a compatibility mode in the pop up option window
-and/or select Run as Administrator to assign FULL Windows permissions
-also https://helpx.adobe.com/x-productkb/global/create-local-administrator-account-windows.html
