Photoshop update failed - uninstalled and now can't reinstall

I have updates for cc2017 that have failed.. one being photoshop and the other AI.  I tried uninstalling photoshop through the Creative cloud and it didn't properly install on the computer as it's still listed under program files / adobe and when I try to install it it fails because the folder already exists.

I can't delete the folder because even in administrator mode in Windows 10 it says I don't have permission.

So I'm stuck.. I can't delete the folder, I can't install photoshop and when I update Illustrator It says the same thing it fails because the folder already exists.

Adobe Creative Cloud desktop application lists uninstalled Adobe apps as up to date

if you get to solution 4, do this:

uninstall everything cc including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

restart your computer (don't skip this)

reinstall the cc

Well I spoke too soon.  Everything installed except Dreamweaver, the one program I need.  It the same error.  The file already exists.  So I uninstalled everything all over again and ran the cleaner and tried the whole thing over again and dreamweaver fails again.  Same reason.  The cleaner for some reason is not deleting the CC 2017 dreamweaver file and I can't reinstall it.

I can't manually delete it. I'm not sure what to do.

This worked for me for Photoshop.  I rebooted after the cc uninstall though and didn't run the clean step, because it was too confusing and I didn't want do delete my other apps.

p.s. for otherse, the updated steps are:

 

first, reset the cc app:

to reset the cc desktop app, make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

if that fails, try to repair
https://helpx.adobe.com/download-install/kb/creative-cloud-install-stuck.html

if that fails go ahead and uninstall/reinstall per the above link

if that fails, do a clean cc install following each applicable step:

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
repair all ms visual c++ versions that can be repaired.
update your ms visual c++, if it can be updated
restart your computer (don't skip this)
reinstall the cc desktop app, https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
if you're unable to install the cc desktop app at this stage, use the link at the bottom of the page at https://helpx.adobe.com/uk/download-install/kb/creative-cloud-desktop-app-download.html
