I got the same problem, how did you fix it? It is a christmaspresent and im very frustrated...

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + OS + all other apps you use. Check each one. - https://helpx.adobe.com/creative-cloud/system-requirements.htmlAfter installing the Creative cloud desktop app, please restart your computer.
If you still need help, please post back with details about your operating system and any error messages or codes that you're seeing.
Is your problem "MSVCP140.dll and VCRUNTIME140.dll Was Not Found" ... if so please watch this video on how to install the visual c++
