I have tried loading Creative Cloud twice now on two different computers and each time and get to the end of the download and then is says (cant install cause it has missing .dll files) This is my last resort.
make sure your computer meets specs, https://helpx.adobe.com/creative-cloud/system-requirements.html
then, if it does,
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.htmlrestart your computer (don't skip this)reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)use the desktop app to install your cc programs/trials

That is a Microsoft problem... Go to the Search bar at the top of http://www.microsoft.com/en-us/default.aspx to find and re-install the C runtime, or for ALL Windows help-or direct to https://support.microsoft.com/en-us/help/2977003/the-latest-supported-visual-c-downloads
