Was there ever any such ANSI standard for ⅓?
In any legacy font that populated a ⅓ glyph, odds are it was done either by using what is now noncharacter space in Unicode, or by using an overlay/codepage technique (where the code point is some other Unicode character when using a Unicode font). Doing either is now unwise practice.
Use a font that populates the ⅓ character in Unicode, U+2153 Vulgar Fraction One Third.

There is a way to type arbitrary Unicode character code points on Windows, similar to the Alt+ method, but it may not be enabled by default. Perhaps the easiest thing to do is copy the character out of FM's or Windows' character map applet, or just copy it from this thread.

There is an ANSI No (standard) for ⅓ using MS word but I cannot utilize it in FM.
For word - Type Alt+8531.
Although it is possible to paste the fraction ⅓ from word into FM. This solution works for me.

8531 is decimal for hexadecimal number 2153.
That's not an "ANSI" code point. It's a Unicode code point.
What you are doing in Word is likely specific to and supported directly by Word (which is using decimal code point notation, not a helpful habit with Unicode, but unsurprising for Microsoft).
If you look up "ansi character" on Wiki, by the way, you'll see that, strictly speaking, there is no such thing. The page has links to to other things that might be meant by that. The only legacy 8-bit character sets that provided ⅓ glyphs did so as codepage/overlay fonts.

How Word behaves after you do this is anyone's guess.
In some bright shiny future when FM really supports Unicode (esp. Combining Characters), you might be able to make arbitrary fractions using the \u2044 Fraction Slash.

There isn't one. The ASCII character set was limited to 255 (256?)
characters and 1/3 is not one of them. There are some Unicode fonts that
have it, though, and special fraction fonts available that let you
compose it.

Have You ever tried Windows key/Run/Charmap?
Choose "U+2153 Vulgar Fraction One Third" (obviously without these quotes, ok?)
